Business Scarecrow Rules

ENTRY DEADLINE: Monday September 30th by 9pm.

WHO CAN ENTER? Any business.

LOCATION: Main Street from Veteran’s Park to Ahava Coffee. You will be assigned a location by the Scarecrow Team. See Event Timeline below.

TERMS AND CONDITIONS: By registering your scarecrow, entrants agree that:

1) NO advertising or fundraising. Scarecrows must be non-political and non-religious in nature and in good taste within the context of a public family-oriented event (please avoid extreme depictions of blood, gore, death, etc.).

2) Scarecrow Festival Committee assumes no liability for theft and/or damage to scarecrows.

3) Scarecrow Festival Committee or third parties (e.g., media) have the right to use images of the scarecrows and/or other information provided by the entrants for the purposes of advertising and online media including our website.

4. Scarecrow Festival Committee has the right to remove or exclude entries which, in it’s sole discretion, violate the letter and spirit of these conditions.

PRIZES: People’s Choice awards are determined by viewers’ votes in each category. Categories are Business and Individual/Family/Nonprofit. Awards: 1st Place $100, 2nd Place $75, 3rd Place $50

Artistic Merit (one per category) in either category will be determined by a panel of judges: $100

EVENT TIMELINE:

INSTALLATION:Each entry will be assigned a number and location by Wednesday October 2nd. Scarecrows are to be installed Thursday, October 3rd, between Noon and 7:00pm (as needed) and/or Friday October 4th from 9:00am to 4:00pm.

Entrants must provide their own installation and hardware including straw bales, if needed for your scarecrow. All scarecrows will be along Main Street. (No bike path.) You may NOT attach anything to the businesses you will be in front of. Unsure of what to do? CALL Gretchen: 406-360-6716 with any questions.

VOTING: Takes place 4-9pm on Friday, October 4th and 9am-9pm on Saturday, October 5th. Awards will be announced Sunday, October 6th, at 4:00pm at Active Care, 212 Main St.

VIEWING: Continues through Saturday October 12th end of day. Scarecrows stay up through Saturday October 12th at 4pm for viewing.

REMOVAL: Take down your scarecrow between 4pm Oct. 12th or by the end of day Sunday October 13th. Scarecrows on may display until the end of the month with business owner’s permission.

MAXIMUM SIZE: Scarecrows total display footprint cannot exceed dimensions of 12 feet wide and 5 feet deep by 7 feet tall.

SIGNS: Each Scarecrow entry must display a sign no larger than 24”x 24” listing the name/title of the entry and the sponsoring organization or individual(s).

LEGAL: Scarecrows in Veterans Park must adhere to Stevensville Town code, Sec.22-259: https://www.townofstevensville.com/.Sec.22-259 Downtown business district encroachments.

(a) Downtown business owners shall be allowed to encroach upon the sidewalk area directly adjacent to their respective business, provided that the encroachment shall not extend beyond five feet horizontal from the building line of the business. A minimum of 3.5 feet of clear distance for pedestrians shall be maintained at all times between a business’s encroachment and other sidewalk obstructions such as traffic control signs, signals, street lights, trees, garbage cans and bike racks.

(b) All portable signs, displays, kiosks and vending carts shall be placed within the five-foot encroachment area adjacent to the building line as described in subsection (a) of this section.

(c) No encroachment other than approved bike racks, trash receptacles and benches shall be allowed to exist upon the bulb outs, except when specifically authorized by the town council as part of an approved special event permit. All bulb out encroachments shall leave a minimum of two feet and shall not interfere with the vehicular sight triangle, as defined by state and local traffic regulations.
